We are seeking an Occupational Health and Safety Officer to support safe operations across its fuel, cement, and LPG plants. The role focuses on Permit-to-Work compliance, high-risk work controls, site inspections, contractor safety, incident reporting, and emergency readiness, while ensuring Thilafushi Industrial Compliance’s established safety procedures are followed.
Key Responsibilities:
- Administer and field-verify Permit-to-Work (PTW) for hot work, cold work, confined space, electrical isolation, excavation, working at height, line breaking, lifting, and energy isolation.
- Verify risk assessments/JSA, isolations, gas testing, and critical controls are in place before work starts and remain effective throughout the job.
- Exercise stop-work authority where permit conditions, isolations, gas tests, or critical controls are missing, expired, or breached; escalate through the established reporting line.
- Audit permit quality, suspension, handover, and closure, and report recurring deficiencies to the Loss Prevention Manager.
- Monitor fuel plant operations, including tank farms, loading racks, pipelines, workshops, and maintenance activities, with focus on flammable liquids/vapors, ignition control, static electricity, bonding/earthing, spill containment, and gas testing.
- Monitor cement plant operations for respirable dust/crystalline silica, heat, noise, moving machinery, guarding, LOTO, confined spaces, and hot-work hazards.
- Monitor LPG operations, including leak checks, exclusion zones, earthing, hose and coupling integrity, cylinder filling, bulk loading/unloading, storage, gas detection, and ignition-source control.
- Conduct scheduled and unscheduled safety inspections, behavioral observations, and housekeeping tours, record findings, and follow up corrective actions to closure.
- Verify fire protection, gas detection, emergency showers/eyewash, first-aid facilities, PPE, safety signage, and other critical safety equipment are maintained and available.
- Monitor compliance with requirements for PPE, chemical handling, manual handling, scaffolding, lifting equipment, LOTO, and contractor safety.
- Support incident and near-miss reporting and investigations, identify unsafe conditions, and assist with corrective-action follow-up.
- Deliver and support site inductions, toolbox talks, and refresher briefings on permits, process hazards, controls, and site safety rules.
- Monitor contractors to ensure they comply with the same PTW system, safety procedures, and site requirements applicable to TIC employees.
- Participate in fire, gas leak, spill, medical emergency, and evacuation drills, including awareness of LPG vessel and BLEVE risks, and report gaps in emergency readiness.
- Maintain accurate records of permit audits, inspections, training, equipment checks, incidents, and open actions, and provide daily/periodic reports to the Safety Department.
- Immediately escalate high-potential findings and significant safety breaches to the Loss Prevention Manager through the established reporting process.
Qualifications:
- Diploma in Occupational Health and Safety or a closely related technical discipline.
- Recognized safety qualification such as NEBOSH International General Certificate,IOSH Managing Safely, or an equivalent national certificate.
- Minimum 3 years of practical HSE experience in a fuel terminal/petroleum storage facility, cement plant, or LPG filling and storage plant. Experience across more than one of these environments is an advantage.
- Hands-on experience with a formal Permit-to-Work system, including isolation verification, gas testing, hot work, and confined-space controls.
- Experience working within an established safety department.
- Experience in high-hazard process plants and exposure to ISO 45001-aligned systems is an advantage.
- Knowledge of fire and explosion hazards, LPG, cement plant hazards, risk assessment/JSA, LOTO, hierarchy of controls, PPE, and occupational hygiene.
- Knowledge of incident reporting, basic investigation, emergency arrangements, contractor control, and workplace inspections.
- Training or competent-person exposure in gas testing, working at height, confined space, or fire watch is an advantage.
- Familiarity with applicable occupational safety, fire, petroleum, and pressure-equipment standards is an advantage.
- Strong communication, reporting, record-keeping, and practical field safety skills, with the ability to challenge unsafe work professionally and consistently.
